Following is a response from DHS Research & Data Analysis Director, Tom Pullum:

Yes, there are enough cases in each of the 30 districts of Rwanda , in the 2014-15 survey, for you to do this. The HAZ, WAZ, and WHZ are already calculated as hc70, hc71, and hc72, respectively, in the PR file. There are values with codes such as 9998 that should be dropped. Chapter 2 of this methodological report will help: https://www.dhsprogram.com/pubs/pdf/MR28/MR28.pdf .

Your analysis should include weights.
