The first thing to look at is the denominator. According to the Kyrgyz Republic report on page 184, the data were collected from children under age 5 in the sample households - that is not just the children of women who were interviewed. The KR file that you are currently using is only for children of women who were interviewed. You will note in table 12.1 that there are rows for Mother's Interview Status, that shows that some mothers of children included in the table were not interviewed. You will need to use the PR file to find all of the children measured. In the PR file, the variable HC70 is the equivalent variable to HW70 to use.

For the CS Plan, I recommend to use V021 for the PSUs and not V001. In many surveys these are identical, but in a small number of surveys the cluster is not the same as the PSU. For the CS plan, you should be using PSUs.
