Your question has been discussed on a few posts - please search the forum. Basically, in the older surveys, the contents of the variable V022 was not the true stratification used in sampling, but the paired clusters which was used for sampling error calculation using the old ISSA software. Region by urban-rural stratification is true for most of the DHS surveys. Even in case where the stratification is slightly modified, using region by urban-rural as stratification will be good for all analysis.
