If you convert to Excel, then yes, you will lose the labels. I haven't used PSPP for some time, but I believe that you can use the .SPS commands found in the flat ASCII format download file to import the data. You should then have a file in memory with the labels. Saving the file as an Excel CSV file you will then lose the labels. Instead, I suggest saving the file as a system file.

Alternatively, I believe that PSPP can read the ,sav files diretly, so you should be able to download the SPSS files (SV) directly, and these files include all of the labels.
