For my doctoral research, I'm trying to create facility readiness indicators from SPA 1999-2000 and link it to 1999-2000 DHS household survey. But I cannot proceed due to following issues:

a) In the SPA dataset(s), there is no variable as "facility number" which can be used to link facility and provider datasets. The variables id2, level2 id, etc. are different in facility and provider datasets and cannot be matched. Is there any way to create facility identification numbers from any of these id variables?
b) cluster numbering in BDHS and SPA datasets are different, so cannot be used as the primary key for linking (in DHS, cluster number are between 1 and 500, and in SPA they are between 6 and 999).
