Following is a response from DHS Lead Nutrition Research Associate, Rukundo Benedict:

In some cases it is not always possible to measure children under 2 lying down, this could be due to excessive fussiness of children or in some cases cultural beliefs. In these cases, children will be measured standing up and an adjustment factor is applied during the data processing stage.
