Latitude and longitude for SPA data [message #16301]

In the SPA dataset, there is a row for latitude and longitude for the facilities surveyed but the data set has no numbers corresponding. Instead, there are just periods (.) where there should be numerical values. Does this mean the data is not available, or available through further request?
