Dear DHS staff

I have a question regarding to sample design and sampling procedure for Mozambique Demographic and Health Survey (IMASIDA 2015)
The sampling frame description in Appendix A says: Samples were selected by a three-stage selection process ("In the first stage, the sample was stratified by province and by urban/rural area, and then 307 primary sampling units (PSUs) were systematically selected with equal probability. In the second step, an enumeration area (AE) from each of the 307 primary units were selected with probability proportional to the size of the AEs, resulting in a selection of 134 EAs in urban areas and 173 EAs in rural areas. In the third step, all Household were listed from each of the 307 EA".)

Was sampling procedure for Mozambican DHS different from other DHS surveys (which are two stages sampling process)?
