You may find using the variable-specific documentation for variables of interest on the IPUMS-DHS website to be helpful in determining the universe (who answered the question). The Pakistan DHS surveys are now included in IPUMS-DHS (available at idhsdata.org). You can search for variables using the DHS variable name (which in your example would be M70_1 (or M70_X) and M71_1 (or M71_X). Click on the variable name to go to the "variable description," which includes a tab for "universe" (specifying who answered the question) which is empirically checked by the IPUMS-DHS staff.

Using your example, here are how the universes are described on the IPUMS-DHS website:
M70_1 for Pakistan 2012: Ever-married women age 15-49 who gave birth in the 5 years before the survey
M71_1 for Pakistan 2012: Ever-married women age 15-49 who gave birth in the 5 years before the survey and whose last-born child had a postnatal check within 2 months of delivery.

Similar detailed information about universes is available for every sample included in every variable in IPUMS-DHS.
