I am looking at height for age (hw70) data in the KR file for Angola and I am wondering why there are so many missing values, especially among children under 1 year. I read that only a subset of households visited whose mother's were interviewed were selected for child anthropometric measures, but I still find it curious that over half of all children under 5 have missing data for hw70. There are a total of 7,824 missing values and 7,629 of them are among children 1 year and younger. Why is the data skewed this way to have so many missing values for infants 12 months and younger?

Also, is there a way to tell that hw70 (height-for-age WHO new) was simply not measured because they were not selected vs. other reasons?
