I have found that the Kenya DHS surveys from 1989 to 1998 do not have the category for North Eastern province as do all the other subsequent surveys starting in 2003. Could this be due to that the North Eastern province was not sampled in the earlier surveys? I have seen that the KDHS1998 report notes the existence of the province [page xxii in the report found at https://dhsprogram.com/pubs/pdf/FR102/FR102.pdf] although in the Individual recode it is not listed under v024. Kidly assist with a possible explanation.
