Would it be possible for someone to please clarify how the sampling was done in the Senegal 2015 SPA for Family Planning observations?

From the report [my translation - original French below]: "Patients/clients were selected for observation on the basis of the number of patients having visited the facility to seek services while the surveyors were in the facility. In each of the priority services offered on the day of the visit (sick child consultation and family planning), the objective was to observe a maximum of 3 providers and five consultations for each selected provider for a maximum of 15 consultations per provider and 30 observations per facility."

The numbers seem contradictory - if max 3 providers are selected with max 5 visits each, shouldn't this mean there was a maximum of 15 observations per facility?

Would it be possible to know whether - in facilities with more than 3 FP providers/15 consultations during the survey visit - providers were selected first, and then a maximum of 5 visits within each provider? If so, were these just the first five visits for each selected provider? Or were patients selected independently of providers? If a facility had less than 15 consultations during the survey visit but were to 4 providers, would some be excluded?

It would be very useful to have more clarification of exactly how the sampling was conducted. I am happy to receive an answer in French if easier.

Lastly, are the client sampling weights indicative of weights within the facility, or do they take into account the facility weights also? If the former, would it be appropriate to multiply the facility weight with the client weight to obtain weights for representative estimates of all FP consultations in Senegal (for example, the proportion of all FP consultations during which women get asked how many children they want)?

Les patients/clients étaient sélectionnés pour l'observation sur la base du nombre de patients ayant
visité la structure pour rechercher des services pendant que les enquêteurs/enquêtrices se trouvaient dans la
structure. Dans chacun des services prioritaires offerts le jour de la visite (consultation des enfants malades
et planification familiale), l'objectif était d'observer un maximum de 3 prestataires et cinq consultations pour
chaque prestataire sélectionné pour un maximum de quinze consultations par prestataires et 30 observations
par structures.
