In these surveys of Colombia, according to Guillermo Rojas, who is Chief of Data Processing at DHS (and is Colombian),

"Municipality is the concatenation of Departamento (SHDEPTO) and Municipality (SHMUNIP) DDMMM. This is the standard code used by DANE (the statistical agency in Colombia) and I'm sure they have that code available to the public."
