So you disaggregate by age in months:

recode hc1 (0/5=1 "<6")(6/8=2 "6-8")(9/11=3 "9-11")(12/17=4 "12-17")(18/23=5 "18-23")(24/35=6 "24-35")(36/47=7 "36-47")(48/59=8 "48-59")if hv120==1, gen (age_months)
svy: mean hc70 if hc70<9996 & hv103==1, over(age_months)
