Matt,
Thank you for the clarification. However, I got in touch with the people from New ERA in Nepal (the organization that administered the survey) and they said that the district information is true even though the survey was not designed to be representative at the district level. The data seems to be sorted from east to west of Nepal and perhaps, that is the reason you see continuity in the numbers? People who want to use the district information should get the codes for what numbers correspond to which districts from the survey office in Nepal while acknowledging that it is not representative at the district level.
