I am finding it hard to believe that the district code variable does not align with the actual "districts." There is granular information including "villages" and "wards" in there and these can only exist within districts. I don't see a point of providing those details if we are not getting actual district information. Can you please confirm that my understanding on this is wrong?

Identification of districts can allow us to use other features of the district to analyze the data - would be nice if we can get further clarification on this. This is true about 2011 data as well.
