Here is a response from one of our GIS experts, Mr. Matt Pagan,
You could use the GPS dataset, which includes latitude/longitude coordinates for the location of each cluster, to perform spatial analysis in a smaller area than the regions. You can spatially join the cluster points to a shapefile at the zonal level, but the small number of cases per region may be an issue. Also, keep in mind that the GPS cluster locations are randomly displaced: urban clusters up to 2km, and rural clusters up to 10km. The displacement may affect the accuracy of a spatial join.
