I am trying to examine respondent characteristics at the local government area (LGA) and/or locality level. The Nigeria 2013 Standard DHS includes variables for these (Shlarea and Shlocal). However, I'm having difficulty decoding the LGA variable. In Nigeria, there are 774 LGAs. Yet, the DHS data is numbered like this: 5, 15, 25, 35, and there are 5's, 15's ... in every state. Is there a key for how the DHS local government area data has been coded? And will I be able to use that key to map the DHS data to specific LGA names?

The Nigeria 2013 Standard DHS also has locality data, which is numbered from 1 to 893. However, there are more localities than this in Nigeria. So, similar to the LGA question above, is there a key for how the DHS locality data has been coded? And can I map the DHS data to specific locality names?

For all of this, I fully appreciate that the survey was not designed to be representative down to these administrative units.
