Hey,

I would like to pool the two rounds from 1999 and 2008 but have troubles matching the regions properly. There are 5 regions in the 1999 DHS and 6 regions in the 2008 DHS.
According to the maps in the final reports, some states "switched" regions so it seems rather impossible to match them.

Does anybody have a quick-fix solution for that or is it simply not possible to align them?
