Following is a response from DHS Senior Sampling Specialist, Mahmoud Elkasabi:

The DHS approach to select a fixed number of households is to avoid the logistical burdens caused when variable number of households is selected. The fixed number of households is more convenient for the fieldworkers assignments and it helps in predicting the progress in the field. At the same time, it is more cost-efficient.
