Following is a response from Senior DHS staff member, Tom Pullum:

The Stata code below matches the bottom ("Total") row of table 10.12 in the NFHS-5 report, including the percentages and the n. It is not necessary to include hc55 in the recode.

tab hc57 if hv103==1 & hc1>=6 & hc1<=59 [iweight=hv005/1000000]
gen     any_anemia=0 if hv103==1 & hc1>=6 & hc1<=59 & hc57<=4
replace any_anemia=1 if hv103==1 & hc1>=6 & hc1<=59 & hc57<=3
tab any_anemia [iweight=hv005/1000000]
