Following is another response from DHS Research & Data Analysis Director, Tom Pullum:

The purpose of the Maternal Health Surveys in Ghana was to assess maternal health. The calculation of fertility rates was incidental and probably should not have been done at all, because the standard DHS's in Ghana provide a complete and consistent sequence of estimates. We cannot help you. We recommend that you rely exclusively on the estimates from the standard DHS surveys.
