Following is a response from DHS Research & Data Analysis Director, Tom Pullum:

When I look at MLCR53FL.dta, fewer than 1% of the couples are missing on v717 or mv717.

If you merge the parents with the children, the children will not have codes v717 or mv717 and they will be assigned a dot (meaning NA rather than missing). Could it be that you are just seeing those cases?

Users are asked to identify files by the year of the survey or (preferably) filename.
