Merge 1999 MCH SPA with DHS [message #26864]

Dear DHS experts,

I need to merge the 1999 MCH SPA cluster level data with the individual record. While there are exactly the same number of clusters in both (341), the cluster IDs are different. In SPA clusters are coded 6-999 and in individual records the clusters are coded 3-500.

The 1999 SPA report says they can be merged using geographical data. However, the latitude and longitude data in SPA community files is missing. Please advice on how I could merge the two together.
