The request is submitted by HelpAge International.
While gender-based discrimination in access to and control of resources is recognized and captured by the DHS (Q919 in woman's and Q609 in man's questionnaires), research evidence shows that during later stages of their lives, a woman or a man may face additional discrimination and obstacles to independent decisionmaking, based on their age. Issues arising for older people in relation to control of their money include family fraud and loss of control when their health, marital or employment circumstances change. [ref. Therefore HelpAge International requests that:
i. Responses to the question on decision making power over finances (Q919 in the woman's questionnaire and Q609 in the man's questionnaire) are revised to include additional categories 'children' and 'others', and
ii. Information is collected for of all members of household regardless of age.
