HH Q104 asks the respondent to tell us how long it takes to do both (time spent travelling and time spent waiting and filling the container). The question states: "How long does it take to go there, get water, and come back?" ("go there" and "come back" refer to travel time, and "get water" includes any time spent waiting and filling the container). This is also reinforced in training.
