For the SADHS 2016, I understand the sampling frame is created using 2011 census EAs. Is there a way of matching the 2011 census data to the 2016 SADHS data? Like is there a common identifier that could be used?

Following is a response from DHS Research & Data Analysis Director, Tom Pullum:

You can match at administrative levels 1 and 2 but cannot match clusters with enumeration areas. Any ID numbers that would allow this are scrambled after the sample selection. The GIS coordinates of the clusters have been displaced, so it is not possible to use a map to do the identification. However, the displacement is always within the same admin level 2. Unfortunately, that limits how completely you can link with the census. The scrambling and displacement are done to minimize the possibility that any personal information will be disclosed.
