This request is submitted on behalf of the Office of Land and Urban, USAID. The DHS-7 includes several questions on land and home ownership. We would like to suggest revising the approach to this topic in order to make the data more informative and policy relevant. Our suggested revisions are to ask about other forms of documentation of land rights in addition to title deeds, to expand questions about ownership to also include use rights, and to include a question on the right to bequeath land.

This comment is made on behalf of the Gender Group at The World Bank.
In addition to questions on land rights. It would be important to sex-disaggregate land and asset ownerships. In Household Characteristics, consider collecting up to 2 or 3 IDs of owners/joint owners in the household on the following questions:
- Q118 (number of animals that the household own)
- Q120 (hectares of agricultural land that the household own)
- Q122 (a subset of the listed assets)
Alternatively, in Woman's Questionnaire, consider specifying the following options in Q612 ("Do you own this or any other house either alone or jointly with someone else?") and Q615 ("Do you own any agricultural or non-agricultural land either alone or jointly with someone else?"):
- Jointly with spouse/partner
- Jointly with someone else
The Gender Group at The World Bank would love to continue the discussion and work alongside DHS to develop a more refined instrument in measuring the indicated indicators. Please do not hesitate to email Kathleen Beegle (kbeegle@worldbank.org) and Daniel Halim (dhalim@worldbank.org).
