Some of the GPS clusters from the geographic datasets have latitude and longitude values of 0.0, 0.0, and are located in the ocean. Are these mistakes in the GPS datasets?

The 0,0 entries are not mistakes. Clusters with coordinates that were not collected or were unable to be verified are denoted as "MIS" for missing in the source column of the GPS files, and are assigned coordinates that are 0.000000, 0.000000. For detailed information about any field in the GPS datasets, see the GPS Data Format document: Data-Format.pdf
