Hello,
Would it be possible for someone to please clarify how the sampling was done in the Senegal 2015 SPA for Family Planning observations?
From the report [my translation - original French below]: "Patients/clients were selected for observation on the basis of the number of patients having visited the facility to seek services while the surveyors were in the facility. In each of the priority services offered on the day of the visit (sick child consultation and family planning), the objective was to observe a maximum of 3 providers and five consultations for each selected provider for a maximum of 15 consultations per provider and 30 observations per facility."
The numbers seem contradictory - if max 3 providers are selected with max 5 visits each, shouldn't this mean there was a maximum of 15 observations per facility?
Would it be possible to know whether - in facilities with more than 3 FP providers/15 consultations during the survey visit - providers were selected first, and then a maximum of 5 visits within each provider? If so, were these just the first five visits for each selected provider? Or were patients selected independently of providers? If a facility had less than 15 consultations during the survey visit but were to 4 providers, would some be excluded?
It would be very useful to have more clarification of exactly how the sampling was conducted. I am happy to receive an answer in French if easier.
Lastly, are the client sampling weights indicative of weights within the facility, or do they take into account the facility weights also? If the former, would it be appropriate to multiply the facility weight with the client weight to obtain weights for representative estimates of all FP consultations in Senegal (for example, the proportion of all FP consultations during which women get asked how many children they want)?

Les patients/clients étaient sélectionnés pour l'observation sur la base du nombre de patients ayant
visité la structure pour rechercher des services pendant que les enquêteurs/enquêtrices se trouvaient dans la
structure. Dans chacun des services prioritaires offerts le jour de la visite (consultation des enfants malades
et planification familiale), l'objectif était d'observer un maximum de 3 prestataires et cinq consultations pour
chaque prestataire sélectionné pour un maximum de quinze consultations par prestataires et 30 observations
par structures.

Selection of family planning clients for observation.
All providers associated to a selected health facility who should be present and who are actually present in the date of survey are listed in provider listing form.
All family planning clients and sick children under five years of age who visited the health facility should be listed in a client listing form.
A maximum of three providers for each service observed. For each of the priority services for which services are being provided on the day of the visit (sick child consultation and family planning in 2015 Senegal SPA), we randomly select 3 providers to observe. Depending on the size of the facility and the number of providers working in that facility, it is possible to observe 3 providers of curative care of sick children, a different set of 3 providers of FP services, i.e., 6 different providers in all. A maximum of five client consultations for each selected provider observed. A maximum of 15 observations for each service, A maximum for 30 observations per facility.
Clients are systematically selected from the client listing form based on the number of clients present on the day of the survey.
For each of the priority services for which consultations will be observed, whenever possible and feasible, clients should be screened for eligibility in the waiting area and systematically selected for observation. This systematic selection is only possible when there are eligible clients waiting in the waiting area to be seen. Otherwise, clients should be taken on an as-come basis.
If there are 3 or fewer providers of any of the priority services, there is no selection involved; we observe all of these providers.
If there are 5 or less clients for any of the selected providers, there is no selection involved; we observe all of these clients.

Regarding the client weight:
Firstly, all the SPA weights are sampling stratum level weights because the sampling procedures used in SPA surveys are stratified equal probability sampling. The client weights in the SPA surveys use the Health Facility (HF) weight as base weight, taking into account the total number of clients listed and interviewed within each of the sampling stratum. So you do not need to do any treatment. Using the client weights, you should able to produce representative results for all the client indictors designed in the SPA survey. However, when you claim the analysis results, for example for your interested indicator "desired number of children", bear in mind that the representativity is restricted to women 15-49 who visited the HF. The result is not representative to all women in the reproductive age 15-49 because the sample of women in the SPA is not a presentative sample of all women 15-49.

Many thanks for your responses.
Just to ensure I have understood correctly, when you mention the provider and client listing forms, are these just forms used for sampling purposes? Or are these data available within the datasets?
As I understand it, the dataset SNPV7AFLSP consists of the providers interviewed at each facility, while dataset SNSL7AFLSP consists of ALL providers employed at the facility, whether present on the day of the survey or not. I would be very grateful if you could confirm whether I have got it right.

Staff Listing Form on which all health workers present in the facility on the day of the survey are listed.
A sample of health workers is selected from the Staff Listing Form to be interviewed using the Health Worker Questionnaire.
It provides information on the availability of personnel on the day of the survey, as well as providing a sample frame for selection of health workers for the Health Worker Interview.
Client listing form on which total number of all eligible clients for each of the priority services who visit the facility for services on the day the team visits the facility is collected.
In order to properly analyze the data, it is necessary that a Sample List of all eligible clients for the services of interest who attend the facility on the observation day be collected.
This allow us to describe how representative the service operation was the day of the survey, using average number of clients on service days as the indicator.
The dataset SNPV7AFLSP is for providers who were interviewed in this facility.
The dataset SNSL7AFLSP is for providers who were present on the day of the survey.
