How does MEASURE DHS determine whether HIV prevalence has decreased in a country?

In many cases, countries are repeating HIV testing in subsequent surveys. New estimates are compared with the older estimate, bearing in mind the confidence intervals surrounding each estimate. If the change between the two estimates is statistically significant, MEASURE DHS will indicate that HIV prevalence has indeed gone down (or up). If the estimates are close and the confidence intervals overlap, we are unable to confirm that any change in HIV prevalence has actually occurred.
