Hello. I am the student researcher of the University of Liverpool, and plan to make a secondary analysis of the Kyrgyzstan DHS-2012. Before I have to pass through ethical review committee of the University of Liverpool.
I know that DHS procedures call for submitting a protocol of survey for review to an institutional review board or ethics review panel in country to ensure the protection of human subjects. Also, protocols for all surveys in which the DHS project participates must also be approved by the ICF Institutional Review Board. In this regards, I would like to ask you the following:
1) Is the protocol of the Kyrgyzstan DHS-2012 approved by the ethics review panel in Kyrgyzstan and ICF Institutional Review Board? What is the name of the local ethics review panel?
2) Can i receive the electronic copy of decision that approves the protocol?
3) if not, to whom shall i address with my request?

Following is a response from Senior DHS Specialist, Kia Reinis
The Institutional Review Board (IRB) of ICF International (ICFI) reviewed and approved the 2012 Kyrgyz Republic Demographic and Health Survey. The ICFI IRB complied with the United States Department of Health and Human Services requirements for the "Protection of Human Subjects" (45 CFR 46). Attached is the IRB Findings Form indicating approval.
In addition, the Ministry of Health Institutional Review Board (MOH IRB), they granted the 2012 KgDHS permission to conduct blood pressure, height, weight, and anemia measurements using ICF protocols.
We greatly appreciate your interest and use of DHS data.
