Discrepancy between VA and KR file [message #26320]

Hello,

According to VA #deaths(0-28 days) is 308 but KR file shows #deaths (0-28) days 257.

1/ what is the reason for this discrepancy?

2/ I want to merge VA with KR. which variable should I use to merge these two files?
