Dear all,
i want to merge three years of DHS Rwanda. However, administrative divisions have changed b/w the first and the last surveys.
To have comparable statistics over years, i want to use the more recent administrative division and affect it to all surveys. I plan to retrieve from the last years the correspondence between cluster (hv001) and districts ( hv023 or shdistr) and then affect very cluster from the other year to the new districts base on the value of the cluster hv001.
is is correct?
To be correct, i need that hv001 always affect the same number to the same cluster ( ~village). Is it the case?

Following is a response from Senior Data Processing Specialist, Noureddine Abderrahim:

HV001 is internal to the survey, which means that HV001 in any survey does not necessarily correspond to the same HV001 in another survey, even within the same country.

You might want to consult the implementing agency for the common enumeration areas since they might be different between surveys. The implementing agency is mentioned in the final report of the survey, and reports can be downloaded from the website.
