Hi, what does it mean when a child's line number in the household is "0"?

Following is a response from DHS staff member, Tom Pullum:

In the PR file, hvidx is never 0 and is never NA (Not Applicable). However, in the KR (or BR) file, b16 can be 0 or NA (a dot, "."). It is NA if the child has died. It is 0 if the child is alive but is not in the household.
