Here is a response from one of our experts, Dr. Gulnara Semenov:
The Azerbaijan DHS 2006 was not standard in respect to vaccinations. In columns for Measles and MMR they were treated as different vaccines. However for the "All basic" column in Table 11.2, P129 of the final report, any vaccination against measles was counted. If a child had BCG, three doses of Polio and DPT, and either Measles or MMR (or both), this child was counted as fully vaccinated.
In Azerbaijan at the time of the survey MMR vaccination was given at 12 months, it has replaced the old one (measles), therefore in our sample we had children who were vaccinated against measles by a mono vaccine and some children vaccinated by MMR, so the user should use either one to calculate the coverage exactly as we did for the coverage by all basic vaccines.
