I am working with a small research team on analyzing the Senegal SPA series (n=7, so 2012-2013 to 2019) and Nepal SPA 2015, and we were interested in learning about how (or if) access to the full facility sampling frame/list used to selected sampled facilities for these SPAs can be applied for. Based on the reports, a data file or physical list of facilities as the observation unit and corresponding information on facility type, ownership or the managing authority, and location (at minimum health region for Senegal and ecological region for Nepal, and potentially more granular information [and even GPS?]) seem likely to be available in some format; however, it is not at all clear how researchers might be able to engage with DHS and/or implementing organizations about these sampling frames/lists.

For Senegal, as an example, the SPA 2012-2013, 2014, 2015, and 2016 used a sampling frame based on a list of 3,084 health facilities; the SPA 2017 used a list with 3,764 facilities; the SPA 2018 frame had 3,963 facilities; and the SPA 2019 had 3,967 facilities. As the Senegal SPA reports indicate, the updating of these lists and their relative composition affected how the SPA results should be interpreted over time. We are hoping to better understand this, as well as aim to map relative access to health facilities beyond the SPA sample.

For Nepal, the SPA 2015 was sampled from a list of 4,719 formal-sector health facilities.

Following is a response from DHS Senior Sampling Specialist, Mahmoud Elkasabi:

DHS does not retain the sampling frame for any survey. For SPA surveys, the lists of target health facilities are usually maintained and provided by Ministry of Health. You would have to check with the MOH in Senegal or Nepal for these lists.

Are there particularly individuals or departments within the MOH for Senegal and Nepal in which you'd recommend being in touch with? Based on past work, it often helps very much to have a sense of the right people within the right part of the MOH to help answer those questions. We greatly appreciate any recommendations you have!
