Development partners including Global Fund for TB, HIV/AIDS and Malaria, PEPFAR and UN co-sponsors are making considerable investments to mitigate the economic impacts of HIV on household poverty through providing social assistance and livelihoods support. Moreover, as part of the wider social development sector efforts, significant investments have been made to strengthen social protection systems to reach the disadvantaged and vulnerable children and their households.

A Global AIDS Response Progress Reporting (GARPR) indicator - Proportion of poorest households who received external economic support in the last 3 months provides a measure of the extent to which the poorest households are reached by child sensitive social protection programmes. UNICEF has been working on the development of a social protection questionnaire module to measure this indicator for eventual inclusion in household surveys such as MICS and DHS. Pilot-testing of a draft questionnaire module is underway.

The 2014 Kenya DHS includes questions on social protection schemes. As experiences and evidence become available on country-specific customization and validation of measures we would like to see questions/modules to measure social protection programme coverage be included in the upcoming surveys.
