I am proposing to add two questions to the household schedule that collect information on school attendance in the previous school year. The information should be collected for the same age group as for the two questions on current/recent school attendance, at the minimum all household members aged 5-24 years.
Question 1: Did (NAME) attend school at any time during the previous school year, that is in YYYY?
Answer: Yes, No
Question 2: During that school year, which level and grade did (NAME) attend?
Answers: Level [_] Grade [__]
Coding for level: 0 = Pre-primary, 1 = Primary, 2 = Secondary, 3 = Tertiary, 8 = Don't know
Coding for grade: 98 = Don't know
These questions were part of the household schedule in past DHS questionnaires, for example that of the Zimbabwe DHS 2005-06. The year must be explicitly mentioned to avoid misinterpretation of the questions. The coding of levels and grades should be accompanied by unambiguous documentation of the national education system (for example, number of grades per level) to allow recoding of the data according to the International Standard Classification of Education (ISCED).
Data on school attendance in the previous school year (in combination with data on current school attendance) is required for the calculation of core education indicators, including the survival rate, repetition rate, and dropout rate. These indicators are used in the monitoring of international education goals. For example, the survival rate to the last grade of primary education is one of the official indicators for Millennium Development Goal 2, "Achieve universal primary education". Similar indicators will undoubtedly be used to monitor international goals in the post-2015 period.
The data should be collected in all countries, as other data in the household schedule.
