Following is a response from Senior DHS staff member, Tom Pullum:
One way to do this, after appending the IR files, for example, would be to enter this statement in Stata: "egen CASEID=group(v000 caseid)". Then CASEID would be a unique identifier.
In these surveys, v000 is JO5 in the 2007 survey, JO6 in the 2012 survey, and JO7 in the 2017 survey. The 5, 6, and 7 indicate the version of the coding manual. Sometimes, two consecutive surveys in the same country will use the same version of the coding manual and v000 will not uniquely identify the survey, but for these surveys you will be ok. More generally, you could define a variable "survey" that is different for each survey and then use "egen CASEID=group(survey caseid)".
