I am trying to match healthcare facilities for two Nepalese SPA datasets 2015 and 2021. Currently, I used GIS data lat and long and calculated the distance between GIS data for 2015 and 2021.
As far as I know, random error was introduced to deidentify facilities. If this is the case, was this error consistent across two years. Thank you. Hoping for your help asap. Or are there any other ways where we can match two facilities from 2015 and 2021. Or do you have such information. Many thanks.

Following is a response from DHS staff member, Tom Pullum:

Displacement is with a random distance and direction and is different for every facility and survey. You cannot match specific facilities in successive surveys.
