Following is a response from one of our Senior Data Processing Consultants, Jeanne Cushing:
If the user is using raw data from the Kenya 2010 SPA, the FACIL variable identifies each unique facility. In the provider file, both the FACIL and HLINE (provider line number) identify the provider. In the client files, both FACIL and HLINE, as well as CNUMBER and CTYPE, identify the client.
If the user is using recoded SPA data, each unique facility is identified by INV_ID. Each unique provider is identified by INV_ID, U_N, UP_N and UP_ID. In Kenya, 3 of these unit/provider vars are blank, but in earlier surveys all 3 (U_N, UP_N and UP_ID) were used because of different designs of questionnaires. Each client in the recode is identified by the 5 variables in the Provider ID plus OBS_N and OBS_ID.
For the clients OBS_N in the recode and CTYPE in the raw identify the type of client - ANC, FP, sick child, STI, and/or delivery (Kenya 2010 only).
In all of the SPA files, the identifiers are placed in the first locations of the files.
