Here is a response from DHS Senior Sampling Specialist, Ruilin Ren:

All the DHS surveys use the latest population census provided by either the national statistical office or the national census office of the host country. The sampling frame is the property of the host country, we are granted the right to access the frame only for the purpose of the DHS sampling, we are not allowed to share this information with any third party for any purposes.

If you need the sampling frame, the only way to get it is to contact the country's statistical office.

We are sorry for not being able to assist you in this regard.
