In the Nigeria DHS 2008, the recode variable SH33 is country specific and corresponds the QH33 in the household questionnaire. The birth registration information they were seeking was only for children 0 to 4 years old. I looked at the recode application for the Nigeria DHS 2008 and found this:
  if HV105(i) in 0:4 then
        HV140(i)  = notappl;			{ Member has a birth certificate }
      endif;

This is also looking at children 0-4 years. The Nigeria DHS 2008 made the variable QH33 country specific SH33 because the variable differed from the standard. The standard core questionnaire variable had a code of 3 for neither.
1 has certificate
2 registered
3 neither
8 don't know
The Nigeria DHS questionnaire only had:
1 yes
2 no
8 dk

Otherwise they would have used HV140 as you indicated. Hope this answers your question. If you still have questions, please feel free to post again.
