Following is a response from Senior DHS Sampling Specialist, Ruilin Ren:

Yes, you can do analysis based only on the urban clusters. Both surveys were designed to be representative at urban/rural levels. I suppose that you are not pooling the two surveys together and doing analyses within each survey. If you do pool the two surveys together and do cross survey analysis, please refer to other posts dealing with pooled data on our user forum.
