There are several things to note here:
1) DHS does not calculate neonatal mortality rate in this way, but uses the approach described in the Guide to DHS Statistics, pages 90-94.
2) DHS actually uses the period 1-60 months preceding the survey as month 0 (the month of interview) is on average only half a month (assuming the interview is on average in the middle of the month).
3) Your code will be a close approximation to the calculation of neonatal deaths that DHS uses.

I'm not sure where you found the value of 290, but when I tabulate the data I also get 296 for the numerator of the neonatal mortality rate, so I would go with that figure.
