Following is a response from Senior DHS staff member, Fred Arnold:
It's difficult to compare all the districts between NFHS-4 and NFHS-5 since there were many changes in the districts between the two surveys. This included bifurcation in some cases, as well as name changes. Some other changes were made just before NFHS-5 or slightly thereafter. Below are two examples (which may also affect the districts:
1. After the Government of India repealed the special status accorded to Jammu and Kashmir under Article 370 of the Indian constitution in 2019, the Parliament of India passed the Jammu and Kashmir Reorganisation Act, which contained provisions that dissolved the state and reorganised it into two union territories Jammu and Kashmir in the west and Ladakh in the east, with effect from 31 October 2019.
2. In NFHS 4, number 8 was the Union Territory of Dadra and Nagar Haveli, and number 9 was the Union Territory of Daman and Diu. However, the Union Territories of Dadra and Nagar Haveli and Daman and Diu merged on January 26, 2020 to form a single union territory of Dadra and Nagar Haveli & Daman and Diu. The merger was made possible by the Dadra and Nagar Haveli and Daman and Diu (Merger of Union Territories) Bill, 2019, which was passed by the Lok Sabha on November 27, 2019 and by the Rajya Sabha on December 3, 2019. The President of India assented to the bill on December 9, 2019, and the Government of India notified January 26, 2020 as the date for the act to come into effect. The merged Union Territory became number 25 in NFHS-5.
There are also cases in which a district may have two different spellings after its name has changed. In some cases, the spelling of a district in NFHS was different from the official government spelling.
