Following is a response from Senior DHS staff member, Tom Pullum:
Nepal 2022 DHS 8. The table is related to Table 2.16, Household food insecurity index
I understand what you want to do, but the underlying questions about food insecurity in the two surveys were quite different. The NP2016 report, on page 18, describes the FANTA scale, which was included in the household survey. Nine variables sh145a-i in the PR file were used to construct the variables in Table 2.20. However, in the NP2020 report, the newer FIES scale was used. The relevant 8 variables for Table 2.16 are hfs1-8 in the PR file. The footnote to Table 2.16 refers to the FIES scale.
You may be able to find an equivalence between some of the specific questions about food insecurity in the two surveys. However, the scales are different and cannot be used to analyze trends. Fortunately, the FIES is now a widely accepted standard, and we can hope that future surveys will continue with that scale.
