Following is a response from Senior DHS Staff Member, Tom Pullum:

The general correspondence between education variables in the IR and PR files includes the following: hv106=v106; hv106=v107; and hv108=v133. The construction of v133 varies from one educational structure to another, but in the NFHS-5 IR file you can enter "tab v107 v106, summarize(v133) means". This table shows that v133=v107 if v106=1; v133=v107+5 if v106=2; and v133=v107+12 if v106=3. This is because, at least at the time of the survey, India had 5 years of primary school and 7 years of secondary.

The same relationship is observed in the PR file if you enter "tab hv107 hv106, summarize(hv108) means". Thus you do not need to construct a PR equivalent of v133. It's already constructed, as hv108.
