DHS surveys are household surveys conducted with face to face interviews in the households of the respondents. The samples for these surveys are design to provide estimates for most indicators at the national level, for urban and rural areas and for subnational regions (often the first administrative level) within the country. The surveys are not designed to provide reliable or representative estimates for lower levels of disaggregation. See the appendix in the report on the sample design for more details.
